We are a family-owned, owner-led company. Justin and Elon, the owners of Rafa Home Builders, are third-generation builders with 22 years of experience in construction. Inside the City of Los Angeles, which includes Woodland Hills, Encino, Sherman Oaks and most of the San Fernando Valley, permits go through LADBS. Replacing cabinets, counters, tile, flooring and fixtures in the same locations can often use a simpler express permit, while moving walls or adding new plumbing or electrical requires plan check. Calabasas, Hidden Hills, Agoura Hills, Burbank and the cities of Orange County each run their own building departments, and Bell Canyon falls under Ventura County. We handle the paperwork either way.
What Shapes Cost and Timeline
The biggest factors are layout changes (moving plumbing, gas lines or walls), the level of cabinetry (stock, semi-custom or custom), countertop and tile selections, upgrades uncovered once walls are open, and permit review times in your city.
